To get accurate prices of HiYield assets we want to allow oracle proxies to update prices on ICON for specified assets. With the option of extra protection parameters.
This proposal upgrades the balanced oracle to add support for this and adds the first external oracle for hyTB (HiYield Treasury Bill Vault).
With the rules that the price can only go up and at a max of 1% per Week.
This proposal also reapplies rate limits for sICX in Loans. Meaning there will no longer be any limits for BTC and ETH in loans.
