BIP 101: Increase stability fund limits

This vote bumps the stability limits such that we can add more T-Bills, but also increase the
USDC and USDT ceilings slightly such that we can handle a bit larger swings on the stability fund during these volatile times.

T-Bills: 2.5M
USDC: 800K
USDT 400K
