BIPs (Balanced Improvement Proposals) are where participants post the final proposal just before we move to an on-chain vote.
Each BIP should increase numerically, with the first BIP being BIP1, and all BIPs should have a name, such as BIP1: Lowering Collateral Requirements to 35% LTV.
